·Budget announces bank to fund small entrepreneurs
India will set up a bank to facilitate funding for the small entrepreneurs that make up the backbone of the country's economy, Finance Minister Arun Jaitley said in his budget speech on Saturday.
The MUDRA Bank will refinance microfinance institutions under a Prime Ministerial scheme, he said, allocating Rs200 billion ($3.24 billion) to the plan.

The Sensex is up 230.54 points or 0.8 percent at 29450.66 and the Nifty is up 61.90 points or 0.7 percent at 8906.50. About 1339 shares have advanced, 698 shares declined, and 165 shares are unchanged.

Oil marketing companies (OMCs) are under pressure. CLSA sees the Budget to be negative for refiners as every 1 percent increase in duty will pull down gross refining margins by USD 0.3 per barrel. Both HPCL and BPCL are down 1-2 percent.

Brent is up around 15 percent this month from January's close of USD 52.99, on course for its biggest monthly gain since May 2009.

INDIAN EQUITY BENCHMARKS  rose nearly 2 percent their best single-day advance in six weeks, as blue chips rallied on hopes the government would deliver a budget that increases public investment but sticks broadly to its fiscal deficit targets. The S&P BSE Sensex and CNX Nifty ended 1.65%-1.85% higher each.

Sadbhav Engineering has won the bid for a NHAI project worth Rs459 crore for four-laning a section of National Highway-65 (NH) in Haryana.Four-laning of Ambala-Kaithal section from 56.860 kms to 95.360 kms (length 44.50 kms) in the state of Haryana of NH-65 with paved shoulder under National Highway Development Project (NHDP) on EPC mode.The quoted price is Rs459 crore and the construction period is 2.5 years with a maintenance period of four years.

·Garware Polyester redeems CRPS as OTS
Garware Polyester announced that the company has redeemed 54,46,000-0.01% cumulative redeemable preference shares ( CRPS) of Rs100 each aggregating to Rs54.46 crore issued and allotted to IDBI Bank by paying Rs40 crore as One Time Settlement ( OTS) in full and final payment of the said CRPS.

·Govt plans to hike public investment to drive growth
India can increase public investment to drive growth without borrowing more, a key government report said on Friday, in an indication that Finance Minister Arun Jaitley will stick to debt targets in his maiden full-year budget on Saturday. The economic survey, the basis for Jaitley's budget for the fiscal year starting April 1, forecast the economy would grow by 8.1-8.5% under a new calculation method that makes India the world's top-growing big economy.

·India can boost investments, hit borrowing targets
India can increase public investments and still hit its borrowing targets, a finance ministry report said on Friday, in an indication that Finance Minister Arun Jaitley will stick to debt targets in his maiden full-year budget on Saturday. State Bank of India (SBI) has received shareholders' approval for raising Rs15,000 crore through a public offer, including a rights issue, to fund business and meet global capital adequacy norms.
The capital raising could happen either in March 2015 or Q1FY16 (as per media reports) and is subject to condition that  governments holding in bank does not fall below 52%.

RBI decided that overdrafts extended by banks upto Rs 5,000 in Pradhan Mantri Jan-Dhan Yojana (PMJDY) accounts will be eligible for classification under priority sector advances (‘others’ category) as also weaker sections, provided the borrowers household annual income does not exceed Rs60,000 for rural areas and Rs1,20,000 for non-rural areas.

As per media reports, RBI is set to revise the priority sector lending norms in order to make the targets more achievable for banks. INDIAN BENCHMARKS fall for second straight session; blue chips drag

INDIAN EQUITY BENCHMARKS   fell for the second straight session on Monday, dragged down by heavyweights such as Reliance Industries and financial stocks, as caution prevailed ahead of the federal budget due on Feb 28. The S&P BSE Sensex and CNX Nifty ended 0.88%-0.89% lower each.

·RBI eases regulations for NBFCs
RBI has eased lending regulations for NBFCs by removing investor limits and the need for collateral guarantees on standard debt transactions.Henceforth the NBFCs would henceforth be able to conduct non-convertible transactions valued at Rs10 million or more unsecured, and such issuance would no longer be limited to 200 investors.This is positive for NBFCs like Bajaj Finance, LIC Housing, Shriram transport, Mahindra Finance etc.

·JBM Auto to invest Rs100 crore for capacity expansion
JBM Auto to invest Rs100 crore for capacity expansion in Tamil Nadu  - positive for JBM Auto.The proposed investment would take up the capacity from 75,000 components to 100,000 a day. The products manufactured in these facilities include chassis and suspension systems; exhaust systems, welded assemblies, cross car beams and others.

·Ultratech wins Bicharpur coal block in Madhya Pradesh
Ultratech won underground coal block in Madhya Pradesh with total reserve of 29.12 million tonne. The coal block although beneficial considering rise in price of coal over the long term will only contribute minimally (0.75MTPA) considering the company’s annual coal requirement (over 8.5 MT). ·Monnet Ispat rallies on winning coal block in Chattisgarh
Shares of Monnet Ispat and Energy surged 16% to Rs64.40 on NSE on reports that the company has bagged one coal block in Chhattisgarh.The stock opened at Rs61.30 and touched high of Rs65.35 on NSE. Monnet Ispat was the highest bidder at Rs2,619 (per tonne) for Gare Palma IV/7 (coal mine),' Coal Secretary Anil Swarup tweeted.

·Lanco approaches lenders to reschedule Rs1000 crore debt
Lanco Group has approached lenders to reschedule Rs1,000 crore debt of two of its gas-based power plants in Andhra Pradesh till January 2018.
The company has also sought similar reprieve from lenders for some of its power plants under Reserve Bank of India's 5/25 formula.

Nifty hovers around 8850; Midcap, Smallcap outperform

Nifty Futures Tips

The market remained firm with the Nifty hovering around 8850. Private banks, FMCG, technology, metals and healthcare stocks while heavyweights like HDFC, Reliance Industries were under pressure.

The Sensex rose 71.45 points to 29302.86
and the Nifty advanced 17.75 points to 8851.35. The broader markets outperformed benchmarks with the BSE Midcap and Smallcap indices rising 0.4-0.6 percent.

Nearly two shares advanced for every share declining on the Bombay Stock Exchange.

Infosys, ICICI Bank, L&T, ITC, TCS, HDFC Bank, HUL, Wipro and Cipla gained
0.3-1 percent. GAIL, Bajaj Auto and Tata Steel fell more than 1 percent followed by HDFC and Reliance Industries with 0.4 percent loss.
